How are we billed?

Reesedale currently operates under a non-profit flat rate billing system in order to facilitate a greener neighborhood, ranching, livestock, and gardening.


This flat rate is $60 for 30K gallons for a one home property, a two home property receives an additional 15K gal for $15 a month.


All properties pay a $35 meter fee in order to maintain/upgrade infrastructure, repairs, meter maintenance, volunteer compensation, and administrative costs.

What are the expenses of the water company?

Reesedale currently funds the following monthly expenses:

Meter readers

Electricity

Water quality testing

Infastructure maintenance/repair 

Accounting/billing

Administrative 

Legal

Taxes

Well Rights


These items are procured at a bare minimum cost.

How do I develop my property?

Due to the unique zoning and historical uses of the property, many plots are eligible for the USDAHomesteading program.

How do I get the roads repaired/maintained

As Reesedale is part of the non-incorporated community of Roosevelt, we maintain the roads as a community. Currently road maintenance is hadled by volunteers at their own expense. If you have any specific requests, please contact us and we can assist in contacting those volunteers and raising funds to support the costs of these repairs including man hours, materials, fuel, and equipment.

How do I get my meter/box/lid replaced

Contact us and we will assess the meter.

If your meter is not leaking, or otherwise in jeaporady of being damaged by traffic, pedestrians, or natural causes, we will abate the issue to ensure no further damage is caused.

Please note that as a small, community, non-profit water company we act in accordance with the severity of the issue. Leaks and catatrophic damage will receive priority over cosmetic issues. With the former being addressed as soon as arrival permits, and the latter when reasonably attainable within budget in order to minimize rate adjustments.

Why aren't the roads paved, how do I get them paved?

As an unincorporated part of LACounty, infastructure is the responibility of the community. Changes such as gravel or asphalt roads, or flood mitigation is handled by members of the community and their ability to pool resources for these type of projects. If you would like the issue presented to the communty, please let us know and we can seek interest in these projects

WHAT IS THE R.M.W.C.?

Reesedale Mutual Water Company is a private mutual water company organized as a shareholder-owned corporation that provides water service within its system according to its governing documents.

Are you a city water company?

No. We are not a city water department and we are not a public utility serving the general public.

Do you serve anyone who asks for service?

No. Service is limited according to the company’s structure, property rights, membership rights, and governing documents.

Why are you called a “private” water company?

We are called private because the company is not owned or operated by a city and is not a general public utility. The system is owned and governed through the company’s corporate structure and shareholder membership.

If you are private, does the law still apply to you?

Yes. Applicable laws and regulations still apply, including laws related to water quality, safety, public health, and corporate governance. In addition, the company operates under its own Bylaws, Service Agreements, and other governing rules.

Why are your rules different from city water companies?

Because Reesedale Mutual Water Company is not structured like a city utility. Our company is allowed to establish and enforce its own governing rules within the limits of applicable law.

What does “mutual water company” mean?

It means the company exists to provide water service to its own members or shareholders rather than to the general public.

What does it mean that the company operates “at cost”?

It means the purpose of the company is to collect what is needed to operate, maintain, repair, and manage the system, rather than to operate as a typical profit-driven business.

What is a water share?

A water share is an ownership-based right connected to the company and tied to a qualifying property’s relationship to water service within the system.

Is this stock like stock market stock?

No. Water company stock is not the same as stock traded on the stock market. It is not a public investment and is not intended to function like a regular investment security.

Why do I need stock?

Because the company is organized as a shareholder-based mutual water company. Stock helps establish membership, property-related water rights, and the right to receive service under company rules.

Does owning stock mean I make money from the company?

Not in the ordinary stock-market sense. The stock is tied to service rights and membership in the company, not to speculative investment or public trading.

Why do I still have to pay water bills if I own stock?

Owning stock does not eliminate the costs of operating the water system. Charges are still necessary to cover operation, maintenance, repairs, administration, compliance, and other lawful system expenses.

Who is responsible for the water account?

The account holder of record is responsible for the account, including payments, compliance, notices, and maintaining current contact information.

Are tenants directly responsible to the company?

The company’s primary responsibility is to the account holder of record. Private arrangements between owners and tenants are generally matters between those parties unless otherwise required by law or company policy.

The full rules and requirements are contained in the company’s governing documents, including the Bylaws and Service Agreement.
