About Reesedale Mutual Water

A Private Mutual Water Company Serving Its Shareholders

A Private Mutual Water Company Serving Its Shareholders

We are a private mutual water company. We are not a city water department and we are not a public utility serving the general public. We are a shareholder-owned water company that provides water service only within our service area and only according to our governing documents.

Our company exists to pump, maintain, and distribute water to its shareholders at cost. That means the purpose of the company is to provide and maintain service, not to operate like a profit-driven business.

What Makes Us Different from a City Water Company

A Private Mutual Water Company Serving Its Shareholders

City water departments and public utilities typically serve the general public and operate under a different regulatory structure.

Reesedale Mutual Water Company is different because:

  • We are a private corporation
  • We provide service only to qualifying properties within our system
  • We are owned through water shares tied to property rights
  • We operate under our Articles of Incorporation, Bylaws, Service Agreements, and company policies
  • We are not governed like a city utility or investor-owned public utility

Because of this structure, our company may function differently than a city water provider in the areas of membership, billing, account responsibility, policy enforcement, and service rules.

Are Any Laws Still Applicable to Us?

Are Any Laws Still Applicable to Us?

 Yes.

Although Reesedale Mutual Water Company is private and not operated like a city utility, we are still subject to applicable laws and regulations involving matters such as water quality, safety, public health, corporate governance, and other legal requirements.

At the same time, because we are a private mutual water company, we also operate under our own legally adopted governing documents. This means our internal rules for billing, service, account administration, enforcement, notices, and related procedures are established through our company’s governing framework.

In short:

Applicable law still applies to us, but our company is also allowed to operate under its own governing rules as a private mutual water company.

About Reesedale Mutual Water

What Is a Water Share?

Why Do Members Pay for Water Service?

What Is a Water Share?

A water share is a form of ownership interest in the company that is tied to the right to receive water service for a qualifying property within our system.

This is not the same as stock in the stock market.

Our water shares:

  • Are not public investment shares
  • Are not bought and sold like stock market securities
  • Do not exist to generate profit or dividends like a typical investment
  • Represent a property-based membership and service right within the mutual water company

In simple terms, a water share helps establish your relationship to the company and your right to receive water service under company rules.

Why Is Stock Required?

Why Do Members Pay for Water Service?

What Is a Water Share?

Because Reesedale Mutual Water Company is structured as a shareholder-owned mutual water company, stock represents membership and participation in the water system.

The stock is important because it helps define:

  • Who has rights within the company
  • Which property is entitled to service
  • Who is responsible for following company rules
  • Who is responsible for charges, fees, and compliance related to service

This is not “investment stock.” It is part of how the company is legally organized and how water rights within the system are managed.

The company operates at cost, meaning charges are intended to support the continued operation and maintenance of the system rather than to create profit in the way a commercial business would.

Who Is Responsible for the Account?

The account holder of record is responsible for the water account.

This includes responsibility for:

  • Payments
  • Compliance with company rules
  • Maintaining current contact information
  • Receiving and responding to notices
  • Ensuring tenants or occupants are informed when necessary

Any arrangement between a property owner and tenant is a private matter between those parties unless otherwise required by law or company policy. The company’s primary relationship is with the account holder of record.

Why Our Rules May Seem Different

Why Do Members Pay for Water Service?

Who Is Responsible for the Account?

Because we are not a city water department, some of our procedures may differ from what customers have seen elsewhere.

Our company relies on its governing documents to establish how service is provided and how accounts are managed. This includes procedures for:

  • Billing
  • Payment deadlines
  • Notices
  • Service enforcement
  • Member responsibilities
  • Property-owner responsibilities
  • Other administrative requirements

These rules are in place to help the company function fairly, consistently, and sustainably for all shareholders served by the system.
